Is anyone looking at this DCLG consultation?

I am concerned that anyone of us would truly be able to claim to be a 'representative' in the way suggested. Also, how would be resourced to ensure that we have properly engaged with the sector?
The principles are fine - I am concerned about the practice and that it will in fact restrict representation rather than open it up.
